Francis (2001: 72) quotes yet another World Bank presidential speech, this time on the occasion of Wolfensohn’s 1998 address to the Board of Governors, where he said, “Participation matters – not only as a means of improving development effectiveness, as we know from our recent studies – but as the key to long-term sustainability and leverage”. Not long before this speech was delivered, the World Bank (1996) had published The World Bank Participation Sourcebook, which contains the following definition of participation: “Participation is a process through which stakeholders influence and share control over development initiatives and the decisions and resources which affect them” (World Bank, 1996: xi).
